Tail Wagging the Dog?

I hear people say all the time “it’s ok the dog is wagging it’s tail” but not all tail wagging is a sign of happiness or friendliness.

Watch your dog wag his tail, is it mostly to the left or right? Is it fast or slow? High or low?
